Attention now turns immediately to the 2018 Interior Appropriations Bill that could potentially threaten the lives of tens of thousands of America’s wild horses and burros.

Return to Freedom Wild Horse Conservation and other advocacy groups on Wednesday expressed disappointment in the House Appropriations Committee’s vote opening the door to horse slaughter, but urged supporters of wild horses and burros to keep the pressure on Congress.

“While today’s vote is disheartening for the overwhelming majority of Americans who oppose horse slaughter, there may be critical votes as soon as next week that could further threaten the lives of tens of thousands of wild horses and burros,” said Neda DeMayo, president of Return to Freedom.

“We must redouble our efforts and stand strong for America’s wild horses.”

Documents obtained from the Bureau of Land Management (BLM) via the Freedom of Information Act by a Phoenix-based non-profit, The Conquistador Program, reveal shocking and detailed plans to destroy healthy wild horses in government holding facilities as well as those still remaining in the wild on public lands.

Focus on all the member of the House and Senate appropriations committees but also contact your own Congressman and two Senators. This is because, in all likelihood, the two pro-slaughter sections (one removing the USDA slaughter inspections ban and other adding language to allow BLM to kill and sell for slaughter wild horses in holding) will be passed by the appropriations committees since western pro-slaughter folks have the majority and they have already discussed the matter and have allegedly agreed to pushing this to the full Congress to bring horse slaughter back. In my humble opinion, it is a done deal.

Tracking Canada’s Horse Slaughtering Trade from Alberta to Japan

Walking through the Calgary International Airport, you’ll pass a bronze statue of wild horses running.

Entitled “Breakaway,” the immortalized horses were intended to be a metaphor for Calgary’s spirit and strength.

But there’s another story of horses at the Calgary airport, a story some veterinarians are calling a “huge animal welfare issue.”

For years, animal advocacy groups like the Canadian Horse Defence Coalition (CHDC) have opposed the transport of live draft horses to Japan for slaughter. In Canada, alongside Mexico and parts of Europe, this practice is legal, unlike countries like the US where horse slaughterhouses are banned.

Horse meat is a delicacy in Japan, and places like Kumamoto specialize in fresh dishes like basashi—horse sashimi. Horse oil is also a sought after beauty product in Hokkaido, where it’s used to treat…

BLM claims selling wild horses to kill buyer Tom Davis was selling them to a “good home” | Straight from the Horse’s Heart

On the Bureau of Land Management’s new website, on the Program Data page for the Wild Horse & Burro Program (under the Wild Horse and Burro Sales to Private Care tab), the BLM claims “It has been and remains the policy of the BLM, despite the unrestricted sales authority of the Burns Amendment, NOT to sell or send any wild horses or burros to slaughterhouses or to “kill buyers.”

The BLM claims “Wild Horses and Burros Sold to Good Homes” but then includes a total of 402 wild horses and burros sold in Fiscal Year 2012. (In this 402 total, 320 were horses and 82 were burros.)

BLM sale logs obtained by us in Freedom of Information Act requests indicate that in Fiscal Year 2012, the BLM sold 239 wild horses (about 74% of the 320 horses that were sold) to kill buyer Tom Davis. Many, if not all, of these wild horses went to slaughter in Mexico.

Does this look like a “good home” to you?

BLM states it has a policy not to sell wild horses and burros to kill buyers, but:

  1. On 1/11/12, Lester T. Duke (BLM Burns, Oregon) sent an email to BLM’s Bea Wade, regarding 50 sale authority horses, noting that a “large portion”of the mares were “possibly pregnant.” Lester asked if they should ship to long term holding or hold them at the corrals for sale. Bea responded that she forwarded the email to Sally Spencer. After a couple of more emails regarding this, Sally finally sent email on 2/23/12 that Tom Davis would purchase the horses, starting with the load of mares from Burns, Oregon. (About a week later, BLM sold 32 horses to Tom Davis from Burns, OR.  19 of these horses were mares)
  2. On 4/19/12, Deanna Masterson, Public Affairs specialist for the BLM Colorado state office, sent an “Early Alert” email to “WO BLM/DOI Officials” (Jeff Krause, Leigh Espy, Helen Hankins, Steven Hall, Tom Gorey and Sally Spencer) that “The Colorado Department of Agriculture notified the BLM Colorado State Office of a Colorado Open Records request from David Phillips, a freelance journalist, for brand inspection and transfer paperwork for horses the BLM sold to Tom Davis of La Jara, Colorado. Phillips indicated he suspected Davis of selling these horses for slaughter to Mexico.”
  3. On 4/24/12, the BLM, alerted that Tom Davis was suspected of selling horses for slaughter, still sells 106 wild horses to Tom Davis.
  4. On 5/17/12, Sally Spencer sent out an email, marked “High” importance, to 21 people (Joe Stratton, Roger Oyler, Amy Dumas, Fran Ackley, Karen Malloy, Christopher Robbins, Jared Bybee, Robert Mitchell, Alan Shepherd, Rob Sharp, Robert Hopper, Gus Warr, June Wendlandt, Joan Guilfoyle, Mary D’Aversa, Dean Bolstadt, Jeff Krause, Tom Gorey, Debbie Collins, Lili Thomas, Bea Wade) and BLM_WO_260 WHB Communications, telling them a reporter was calling about Tom Davis. Spencer asked Joe Stratton to send out a message to all facility managers and the state leads to send a message out to all WHB Specialists that if they were asked “specifics” about a purchaser, they shouldn’t respond for privacy issues…”

If BLM personnel were so convinced that they sold the wild horses and burros to a “good home,” why all of the urgency and secrecy?

If the BLM truly believes these horses were sold to a “good home,” why isn’t Tom Davis’ photo featured on the BLM’s Wild Horse & Burro Program page on the BLM’s new website, instead of the photo of the young blonde girl? After all, the BLM sold Tom Davis 1,794 wild horses and burros from 2008-2012.

If the BLM thinks they’re fooling us, they’re only fooling themselves.

New Rule Tightens Canadian Horse Processing Imports | TheHorse.com

 

 

Beginning in March 31, all horses imported from the United States into horse processing plants in Canada must be held in U.S.-side feedlots for a minimum of six months. The regulation is intended to address food safety concerns expressed by European Union (EU) buyers.

While some equine welfare advocates hope the regulation will increase paperwork and decrease profits for exporters of horses into Canadian processing firms, others believe the rule won’t reduce the number of horses exported for processing every year.  

Under the new regulation, exporters must certify in writing that the U.S. horses exported into Canada for processing haven’t received any drugs within the prior 60 days. But said horse welfare advocate Jerry Finch, founder of Habitat for Horses, the horse-processing industry has long had a reputation for falsifying paperwork connected to exported horses.

 “False documentation (has) been a proven fact for years, yet nothing is ever done about it, so any such regulation is nothing more than a PR effort to make the consumer believe they are receiving the very best horsemeat available; like so much of the food supply, the image of wholesome, healthy, and safe food is a far cry from the reality,” said Finch. “The killer-buyers simply sign the form, the buyers for the slaughterhouse sign it, and done deal. A horse bought at the racetrack in Kentucky on Monday will still be in the food chain by Wednesday.”

The Canadian regulation mirrors one long in place at processing plants in Mexico, which did not eliminate the EU’s food safety concerns. After a 2014 audit, the EU’s Food and Veterinary Office (FVO) banned the sale of horsemeat processed in Mexico on grounds that exporters falsified processed animals’ medical and drug treatment records.

An uptick in sales to Russian and Chinese markets resulted, said horse processing proponent Dave Duquette. He expects the same after the Canadian rule become effective.

“All the ban did was up sales to Russia and China–and they don’t have the same welfare (regulations) as the EU or that we do,” Duquette said. “The regulation is a (horse) welfare issue, and it lessens the welfare of horses.”

Tom Lenz, DVM, MS, Dipl. ACT, said that an estimated 5 million horses are processed for human consumption worldwide each year.

“The last time I checked, China was processing roughly 2.5 million horses a year for food,” he said.

Meanwhile, the number of U.S. horses exported to both Mexico and Canada has stabilized between 130,000-150,000 per year, he said.

“I don’t see that changing much,” Lenz said.

In any case, Lenz said import/export rules won’t make tracking the number of U.S. horses exported for slaughter any easier in the future.

“It’s my understanding that starting this year the U.S. Department of Agriculture is no longer keeping track of the number of horses exported for slaughter,” Lenz said. “So, we really won’t know in the future if the numbers are increasing or decreasing no matter what regulations are established on either the Canadian or Mexican side.”

House Leadership Renews Push to Reinstate Horse Slaughter in US | Straight from the Horse’s Heart

Chicago (EWA)– EWA has learned that Mr. Douglas A. Glenn, Director, Office of Financial Management, Department of the Interior, has notified his department in a letter dated 22 February, that the GAO (Government Accountability Office) has been tasked to study any changes in the state of equine welfare in the US from 2010 to the present.

The request to the GAO was made by the Chair of the House Agriculture Committee and the Chair of House Appropriations Committee, Subcommittee on Agriculture, Rural Development, Food and Drug Administration.

Attached to the letter was a statement of the scope of the work to be performed, including addressing four questions:

  1. What is known about changes and trends in the U.S. horse market since 2010?
  2. What impact, if any, has the prohibition on USDA funding for horse slaughter inspection had on horse welfare and on states, local governments and Indian tribes?
  3. What is known about the number of abandoned and unwanted horses in the U.S. and associated environmental impacts?
  4. What is the current capacity of animal welfare organizations and shelters to accept and care for unwanted and abandoned horses?

SB139 passes the Kentucky State House Ag Committee 15-0-0

FRANKFORT, KY — Despite the news about the existence of SB139 going viral with people all across Kentucky contacting the State Legislature opposing the measure, this morning the bill passed out of the State Agricultural Committee unanimously with a vote count of 15-0-0.

SB139 endangers what protections horses currently have in Kentucky against cruelty and abuse by lowering their status from a domestic animal to livestock. It also opens the door to horse slaughter in Kentucky should that return to US soil.

This move is strongly supported by the agricultural and horse racing communities in Kentucky who already treat horses with shocking disrespect.

The next step is to send it to the full Kentucky State House for a vote. If SB139 passes there the bill will be sent to the Governor to sign into law.
